Wow - good job. I should know some of those from the '90s. I'll put my brain to work on that....
By looking more closely at old pictures, I've determined that 1999 was "Catch the Reading Wave" with Chester as a mascot. I updated the table above.
One year was "Camp Read-A-Lot," but I don't know when. Anybody remember?
